Guadalajara is the capital and largest city of the Mexican state of Jalisco, and the seat of the municipality of Guadalajara. Mexico's fourth most populous municipality is reported to be challenged by crime including: robberies, assaults, car thefts, etc. Mass transit is generally considered unsafe. Purse-snatching and armed robberies have been common on buses. Drivers sometimes illegally put the bus fare in their own pockets.
Another issue addressed by the new system is traffic accidents, which have remained untracked without security cameras. To reduce serious crimes that continued to take place on buses, security cameras are required to be installed on all buses by transport regulations since 2014.
